<a href="https://worldsoccertalk.com/tag/chelsea/">Chelsea</a> began Thursday, September 11, 2025, with a bombshell statement from the Football Association (FA), announcing that the London club has been charged with 74 breaches of FA rules. In a case drawing parallels to the one facing Manchester City, questions immediately surfaced over the potential sanctions the governing body could hand down.



The <a href="https://worldsoccertalk.com/tag/football-association/">FA</a>’s statement accused Chelsea of violating multiple regulations, including “Agents Regulations,” “Working with Intermediaries,” and “Third-Party Investment.” The alleged breaches span from 2009 to 2022, with most incidents believed to have taken place between the 2010/11 and 2015/16 seasons during Roman Abramovich’s ownership.



With the Russian oligarch forced to sell the club due to government sanctions, BlueCo, a consortium led by Todd Boehly and Clearlake Capital, completed their takeover in May 2022. The current ownership group has until September 19, an eight-day window, to respond to the FA’s charges.



Chelsea’s current hierarchy has already been hit with penalties linked to Abramovich’s tenure. In July 2023, the club agreed to pay UEFA €10 million ($11.6m) after voluntarily disclosing what was described as “incomplete financial reporting” under the previous ownership.

Minutes after the FA’s announcement, Chelsea issued a statement highlighting their cooperation with investigators: “The Club has demonstrated unprecedented transparency during this process, including by giving comprehensive access to the Club’s files and historical data. We will continue working collaboratively with The FA to conclude this matter as swiftly as possible. We wish to place on record our gratitude to The FA for their engagement with the Club on this complex case, the focus of which has been on matters that took place over a decade ago.”

The charges have not yet been confirmed, but if upheld, Chelsea could face a wide range of penalties. Possible sanctions include heavy financial fines, points deductions in the Premier League, transfer restrictions, or even the annulment of player registrations tied to the disputed practices. In the most extreme scenario, retroactive sanctions could be applied, potentially impacting titles or competitions from that period.



However, according to The Athletic, Chelsea are expecting a resolution similar to the one reached in July 2023—likely a financial penalty from the FA rather than a points deduction or sporting sanction. While the club prepares its response, a separate Premier League investigation remains ongoing, posing another potential challenge for the Blues.

During this weekend’s FA Cup Round of 16, <a href="https://worldsoccertalk.com/tag/pep-guardiola/">Pep Guardiola</a> sparked controversy with strong remarks about the quality of the soccer balls used in the competition. Following his comments, the <a href="https://worldsoccertalk.com/tag/football-association/">Football Association</a> (FA) issued a statement addressing the Manchester City manager’s claims.



<a href="https://worldsoccertalk.com/tag/manchester-city/">Manchester City</a> secured a 3-1 victory over Plymouth Argyle at the Etihad Stadium, booking their place in the quarterfinals. However, in the aftermath of the match, Guardiola voiced his concerns about the ball’s quality, attributing it to his team’s lack of accuracy:



“There’s one action with Phil (Foden) where he curls it to the far post, and normally, with the way they shoot, the ball makes an out-inside movement, but this one just went away. When you lose and say that, it’s seen as a complaint, but the ball is not proper. I know it’s a business, and agreements are made, but the ball is not good,” Guardiola stated in his post-match press conference.



The City boss continued his criticism, comparing the FA Cup ball to those used in other competitions: “You know how many shots went over the post? Not just Erling (Haaland)’s – look at other games. I’ve said it for many years. It’s the truth. The Champions League ball is exceptional, the Premier League is exceptional, this one is not good.”

Manchester City struggled with their finishing throughout the match, with many shots failing to hit the target. Of their 29 total attempts, 10 were blocked, one hit the post, 10 missed the target, and only nine were on goal—an unusually low accuracy rate for a team filled with elite players.

<h2>FA issues statement in response to Guardiola</h2>



Guardiola’s remarks quickly went viral, prompting the FA to release an official response. While they did not directly mention the City manager, they defended the ball’s quality and dismissed his claims.



“Mitre’s Ultimax Pro ball — used in the Emirates FA Cup and all other FA Competitions — has been tested in accordance with FIFA testing. All soccer balls in the professional game are required to meet the FIFA Quality pro accreditation, and this ball delivers against all of the testing requirements. Alongside Mitre, we understand that preference is subjective,” an FA spokesperson stated.



“But we’re confident that the ball performs well. With over 350 goals scored in the knockout competition so far, it provides an exciting element to such a competitive tournament,” the statement concluded, emphasizing the ball’s high standards and dismissing Guardiola’s claims.

Described as a “game-changer for Welsh soccer” by FAW chief executive Noel Mooney, the competition promised to reinvigorate Welsh football and elevate its standing on the international stage. However, the <a href="https://worldsoccertalk.com/tag/football-association/">FA</a> ultimately rejected the proposal, extinguishing Wrexham’s hopes of participating in UEFA tournaments in the short term.



<h2>FA blocks Welsh clubs’ participation</h2>



Despite strong backing from the FAW, the English FA blocked the four Welsh EFL clubs from participating in the revamped Welsh League Cup. Citing concerns about conflicts between the English and Welsh football systems, the FA ultimately denied the request.



In a detailed statement, the FA explained its reasoning: “The FA board has considered a request made by four Welsh clubs to take part in a restructured version of the FAW League Cup which would provide an opportunity to qualify for UEFA competition.



“Following careful consideration, taking into account various factors including equal opportunity for clubs to participate in the same competitions, for the same rewards on an equal basis; concerns raised by stakeholders regarding competition integrity, fixture congestion and player welfare, and the impact on the standing of existing competitions, the FA board has rejected the request.



“It was noted that it is open to the Welsh clubs to choose whether or not to participate in the English or Welsh system based on their own assessment of the relative merits of participation in each system, but if they choose to participate in the English system they must do so on the same basis as the English clubs which participate in that system,” the statement ended, addressing an unbalance in the opportunities for this 4 Welsh sides and the English clubs.

In a statement, the FA confirmed: “Matheus Cunha has been suspended for two games and fined £80,000 following the <a href="https://worldsoccertalk.com/tag/premier-league/">Premier League</a> fixture between Wolverhampton Wanderers and Ipswich Town on Saturday 14 December 2024. The forward was charged with misconduct and it was alleged that he acted in an improper manner after the final whistle. He admitted the charge and the sanctions were subsequently imposed by an independent regulatory commission.”



<h2>Matheus Cunha targeted by Arsenal</h2>



Despite Wolves’ precarious position in the league—currently sitting 17th with 16 points, just one above the relegation zone—Cunha has emerged as one of the team’s standout performers this season. His form has reportedly caught the attention of <a href="https://worldsoccertalk.com/tag/arsenal/">Arsenal</a>, who are monitoring the striker’s situation as a potential transfer target.



Wolves have recently shown signs of resurgence under new head coach Vitor Pereira, who replaced Gary O’Neil after the Ipswich loss. During Pereira’s tenure, Cunha has played a pivotal role in key matches, including a 3-0 win against Leicester City, a 2-0 victory over Manchester United, and a thrilling 2-2 draw with Tottenham Hotspur. <a href="https://www.dailymail.co.uk/sport/football/article-12445829/FA-wants-gambling-companies-STOP-allowing-yellow-card-bets-bid-crack-spot-fixing-amid-rise-high-profile-betting-probes.html" target="_blank" rel="noreferrer noopener">Mail Sport</a> is claiming that the FA has already discussed the move with betting companies and government officials. Premier League execs will likely fully back any decision to ban such bets. Along with potentially banning bets on bookings, the organization is also looking to prohibit other in-game calls as well.

<h2>News comes as Hammers star is under investigation</h2>



The possible crackdown essentially comes down to multiple investigations regarding yellow card incidents in recent years. In fact, there has been at least four inquiries into players receiving bookings in the last five seasons. 



<a href="https://worldsoccertalk.com/teams/west-ham-tv-schedule/">West Ham’s</a> Lucas Paqueta is the latest player under investigation about possible wrongdoing. The FA is currently investigating <a href="https://worldsoccertalk.com/news/fa-looking-into-three-specific-betting-incidents-involving-paqueta-20230823-WST-451678.html">three specific incidents</a> involving the Brazilian star receiving a yellow card. 



Two of these bookings occurred in the latter stages of the 2022/23 season. The final incident actually happened in West Ham’s opening match of the current campaign.



<h2>Other refereeing decision also under consideration</h2>



Former <a href="https://worldsoccertalk.com/teams/arsenal-tv-schedule/">Arsenal</a> midfielder Granit Xhaka and Oxford defender Ciaran Brown were also previously investigated for similar incidents. No charges ever stuck.



Former Reading defender Kynan Isac was <a href="https://www.dailymail.co.uk/sport/sportsnews/article-11327941/FA-hand-career-ending-TEN-YEAR-BAN-former-Reading-defender-Kynan-Isaac.html" target="_blank" rel="noreferrer noopener">handed an incredible 12-year ban</a> for being booked on purpose during an <a href="https://worldsoccertalk.com/fa-cup-tv-schedule/">FA Cup</a> match.



Along with looking to ban bets on bookings, the FA may also consider a similar move with other refereeing decisions as well. 



The aforementioned news outlet claims that the total number of corners and penalties awarded by referees could also be nixed by betting companies. Select gambling sites have already removed the ability to bet on bookings.

Manchester City star Kevin De Bruyne is the latest player to issue a harsh reply to new <a href="https://worldsoccertalk.com/premier-league-tv-schedule/">Premier League</a> rules. The top-flight division, along with the English Football League, <a href="https://worldsoccertalk.com/news/efl-premier-league-refs-to-crack-down-on-time-wasting-20230728-WST-446158.html">revealed new extra time rule changes</a> ahead of the 2023/24 season. These tweaks focus on time-wasting during matches. 



Under the new laws, referees are instructed to add significant time to games if they see any players deliberately wasting time. This also now includes dead time during free kicks, corners, and goal kicks. Yellow cards can be handed out more freely for these infractions as well.



<h2>Midfield maestro says no one wants extra time rule changes</h2>



The move, however, hasn’t gone over very well with some players. De Bruyne recently came out to say that the extra time rule changes will essentially add extra matches to an already-packed schedule. The Belgian star shared his opinion on the changes after his team’s defeat against <a href="https://worldsoccertalk.com/teams/arsenal-tv-schedule/">Arsenal</a> in the <a href="https://worldsoccertalk.com/news/arsenal-beat-man-city-on-penalties-to-win-community-shield-20230806-WST-448309.html">Community Shield</a> on Sunday. Arsenal scored the game-tying goal in the 11th minute of added time. The Gunners then eventually won the match on penalties.



“We spoke to the Arsenal players and even the referees [about it] – they don’t even want to do it, but it’s the new rule and it’s what it is,” <a href="https://www.theguardian.com/football/2023/aug/08/more-added-time-doesnt-make-sense-kevin-de-bruyne-players-hit-out" target="_blank" rel="noreferrer noopener">proclaimed</a> De Bruyne. “A game like today, even the first half with three minutes extra, you can only guess what’s going to happen if you play a lower team who keep time-wasting all the time.”



“Today we played 12 to 13 minutes [extra]. I can see games going for 20-25 minutes [more]. I think this will change in one to two months, but this is the first game. I’m thinking if we play <a href="https://worldsoccertalk.com/teams/sevilla-tv-schedule-for-us-viewers/">Sevilla</a> [in the UEFA Super Cup] on Wednesday and have 15-20 extra minutes and then play on Saturday again [against <a href="https://worldsoccertalk.com/teams/newcastle-united-tv-schedule/">Newcastle</a>] it’s like two times extra time. We’ll see how it goes, but it doesn’t make any sense.”

The <a href="https://worldsoccertalk.com/nations/france-national-team-tv-schedule/">France</a> international also claimed that many players and coaches do not agree with the change.

FIFA has been attempting to alter the rules since the 2022 World Cup in Qatar. Matches at the tournament regularly featured access added time. The governing body has insisted that once players are used to the rule change, added time will begin to decrease. Sunday’s Community Shield lasted a total of 105 minutes and 45 seconds. This was about seven minutes longer than the average Premier League match last season.

Manchester City star Kevin De Bruyne has become the latest Premier League player to criticize the extra time rule changes in the division.

The Football Association will ask FIFA to extend the Ivan Toney ban as a worldwide sanction. This comes after the Brentford star was charged and eventually <a href="https://worldsoccertalk.com/news/ivan-toney-receives-eight-month-suspension-for-betting-20230517-WST-433319.html" target="_blank" rel="noreferrer noopener">suspended</a> by the association in England for sports betting. Toney must now refrain from all soccer activities for four months. His match ban extends up to eight months to January 2024.



Following the announcement, Toney’s club issued an official statement regarding the hefty suspension and their possible options looking ahead. “Brentford FC is currently awaiting the publication of the written reasons of the Independent Regulatory Commission. We will review them before considering our next steps,” <a href="https://www.brentfordfc.com/en/news/article/club-news-statement-ivan-toney-fa-ban" target="_blank" rel="noreferrer noopener">claimed</a> the club.



<h5>Brentford striker had impressive EPL season</h5>



Toney has been one of the standout strikers in the <a href="https://worldsoccertalk.com/premier-league-tv-schedule/" target="_blank" rel="noreferrer noopener">Premier League</a> this season. The 27-year-old England international racked up 20 top-flight goals during the current campaign. This has only been topped by superstar center-forward duo Erling Haaland and Harry Kane. Nevertheless, Toney will now be out of action until the middle of the 2023/24 season.

<h2>FIFA could ban Toney from playing for any worldwide club</h2>



The FA’s decision to apply to FIFA would affect Toney should Brentford opt to loan or sell its star this summer. The association’s initial suspension only extends to English teams. This means that the Premier League club could have possibly loaned or sold Toney during the upcoming transfer window so that the striker could play in matches. However, this appeal to FIFA would close the potential loophole.



Sky Sports senior reporter Rob Dorsett is claiming that FIFA would hear the FA’s plea and then essentially approve the move. He referenced previous similar issues as well. Kieran Trippier and Daniel Sturridge were both given suspensions by the FA for betting while playing abroad. FIFA eventually extended its bans to cover all of its associations.



Along with the lengthy ban, Toney was fined around $60,000. The striker admitted to 232 total breaches of the FA’s sports betting rules. He can begin training with his Brentford teammates in September as his suspension from matches continues.

Fulham forward Aleksandar Mitrovic picked up a massive eight-game ban stemming from pushing referee Chris Kavanagh. The incident happened during <a href="https:\/\/worldsoccertalk.com/news/man-utd-seal-fa-cup-semifinal-place-against-nine-man-fulham-20230319-WST-423773.html">Fulham’s FA Cup loss at Manchester United</a>. In response to Willian and his manager picking up red cards, the <a href="https:\/\/worldsoccertalk.com/news/mitrovic-faces-lengthy-ban-after-shoving-referee-in-fa-cup-20230319-WST-423786.html">Serbian pushed Kavanagh</a> while yelling at the referee. At the first sign of physical contact, Kavanagh brandished a straight red card.



Mitrovic did already serve the ban on one of these eight games. He was out of Fulham’s loss at relegation candidates Bournemouth at the weekend. Fulham’s next games are mostly against other sides in the fight at the bottom of the table. That includes Leeds, West Ham, Everton and Leicester. There are also contests against Manchester City, Aston Villa and Liverpool.



Mitrovic’s absence will be felt, particularly because he leads the team in goals in league play with 11. However, many of those came at the beginning of the season. In fact, he has not scored in a league game since January 3, the only goal in a win over Leicester. Willian also faces a suspension for his direct red card in blocking a goal-scoring opportunity with his hand.

<h2>Mitrovic ban is one of longest in Premier League history</h2>



The eight-game ban for Mitrovic rules him out until the middle of May against Southampton. By that time, there will only be three games remaining in the season. The ban is fewer than only a handful of other suspensions. For example, Luis Suarez picked up a ban of the same length after racially abusing Patrice Evra. 



Other suspensions based on pushing and shoving the referee can be just as long. David Prutton picked up a <a href="https:\/\/www.theguardian.com/football/2005/mar/03/newsstory.sport" target="_blank" rel="noreferrer noopener">10-game ban</a> for pushing a referee in 2005. Paulo di Canio also shoved an official in 1998, and he got an <a href="https:\/\/www.mirror.co.uk/sport/football/news/paolo-di-canio-recreates-referee-26901046" target="_blank" rel="noreferrer noopener">11-game suspension</a>.



Meanwhile, the FA, who find the decision too lenient, want to appeal the decision made by the independent commission. If the FA wins its appeal, Mitrovic could be suspended for even more games. The Guardian reports the ban could rise to <a href="https:\/\/www.theguardian.com/football/2023/apr/04/fulham-aleksandar-mitrovic-eight-game-ban-shoving-referee-marco-silva" target="_blank" rel="noreferrer noopener">10 games</a>, which means he wouldn’t play until next season.



“Our current intention is to appeal both sanctions,” said an FA statement. “However we will await the written reasons before confirming our final position.”
